Planning a quarantine-free arrival in Singapore from the latest list of VTL-approved countries? You'll need to book a designated flight on one of over 30 different airlines.

Singapore will scrap its Vaccinated Travel Lane (VTL) scheme for arrivals from 1st April 2022, allowing fully vaccinated travellers to arrive on any flight operated by any airline from any country, without the need to quarantine on arrival.
You will still need to book designated VTL flights listed on this page if you are arriving before 11.59pm on 31st March 2022, but after that you can disregard the requirement, which is great news for more flexible travel.
Singapore has been progressively expanding its quarantine-free Vaccinated Travel Lane (VTL) scheme, originally started in September 2021 as a pilot programme from Germany, with a host of additional countries joining the eligible list since then.
It is now possible to travel from a range of countries and forgo any arrival quarantine or SHN period in Singapore itself, provided you are fully vaccinated and clear a pre-departure and on-arrival COVID-19 test.

Most VTL countries are accepting fully vaccinated Singapore residents with no quarantine, so this is a true selection of two-way travel opportunities to and from many countries.
Singapore has now opened VTLs with 30 countries, with two more upcoming arrangements, providing a wide range of options for quarantine-free travel including both regional and long-haul options.

VTL designated flights
One of the more complex (or at least annoying) parts of the VTL scheme is the requirement to travel only on designated flights between a VTL country and Singapore. This reduces risk, in the eyes of Singapore authorities at least, by ensuring that all passengers arriving on the scheme are not only tested before departure, but are also fully vaccinated.

It is also possible to transit in another VTL country from a non-designated flight, but your final leg to Singapore must still be on a VTL service.
For example, you can fly from Edinburgh, UK to Amsterdam, Netherlands on easyJet, then take a VTL-designated flight with KLM or Singapore Airlines non-stop to Singapore, and still benefit from quarantine-free arrival, if you meet the other VTL criteria.

Key Features
Must have stayed in a VTL country/region and/or an approved travel history country (EEA + 3) and/or Singapore for the last 7 consecutive days
Travel to Singapore on designated ‘VTL flights’ (see above)
No restrictions on travel purpose or itineraries
Must be fully vaccinated with a WHO-approved vaccine in Singapore, or any VTL country (e.g. Australia), or any EU member state, or any non-EU countries that have joined the EU DCC system
Must have an accepted digital proof of vaccination
Unvaccinated children aged 12 or under can accompany their parents
You can travel to most VTL countries on any flight
You won’t find any VTL designated flights from Singapore to a VTL country, because the requirement only applies to those arriving in Singapore, with one exception so far.
The Singapore – Malaysia VTL, which started on 29th November 2021, is a bilateral agreement, and therefore Malaysia is also applying its own VTL requirements for those arriving from Singapore.
That includes taking designated flights in the Singapore – Malaysia direction as well as when flying from Malaysia to Singapore, which is why you’ll see a separate list of designated flights in this case (Singapore to Kuala Lumpur and Singapore to Penang).
If you’re based in Singapore and taking an overseas trip to most other VTL countries, you should take a nonstop flight, or transit only in other VTL or Category 1 countries en-route, to keep your 7-day travel history ‘clean’ for your return journey eligibility (unless your stay in VTL countries will be more than 7 days).

If you’re based overseas and are merely visiting Singapore using the VTL, it doesn’t matter what flight you take at the end of your trip to return home, subject to the prevailing arrival restrictions (based on travel history) of your destination country.

Transit passengers can travel on VTL flights
Passengers transiting at Changi to a further final destination are allowed to take designated VTL flights.
That is a slight change from the original version of the VTL, where only point-to-point passengers could board designated VTL services.
VTL flights were opened to fully vaccinated transit passengers from 19th October 2021
The exception is VTL flights between Singapore and Malaysia, and those from India to Singapore, which do not currently accept transit passengers.
If you’re booked on a designated VTL flight but are transiting in Changi, you can therefore still retain your booking and travel on the flight, provided you are fully vaccinated and comply with the any testing requirements for your final destination.

To travel on a VTL flight to Singapore as a transit passenger with on onward connection to another final destination (e.g. London – Singapore – Male), you must:
be fully vaccinated against COVID-19; and
hold a valid vaccination certificate in English, issued by any country; and
meet all the entry requirements for your destination country (including pre-departure testing, if applicable)
Summary
Singapore’s Vaccinated Travel Lane concept hopefully won’t be around for much longer, as the country’s Omicron wave subsides, or at the very least the system will be simplified to allow people to travel from almost any country, provided they are fully vaccinated against COVID-19.
This should mean the designated VTL flight concept will soon be a thing of the past, but until we have a firm date you will still have to plan to fly into Singapore (and in the case of Malaysia, in both directions) on one of these services to enjoy quarantine-free travel.
Remember that individual airlines will only advertise their own VTL designated flights, so do refer to the full list above for all your options, which may be cheaper, operate on your preferred date or time, and could have better award space too.
Scoot is the only airline offering designated VTL flights from Athens, Berlin, Gold Coast, Krabi and some Indian cities to Singapore
We’ll continue to keep this page up to date as new VTL flights are added and formally announced, so do bookmark it for future reference, since many routes benefit from more than one airline option.
LH239 is not a designated VTL flight though. You can take any flight between VTL countries and then connect non-stop to Singapore on a designated VTL flight (in this case, SQ325).
There are thousands of permutations for intra-VTL zone connectivity prior to taking a VTL flight to SIN. Impossible to cover here!

Yes many readers in the same boat! Obviously SIA does have to retain non-VTL flights from US to Singapore for those not eligible (e.g. families with young children), but it’s a shame they have done so quite “simplistically” on the USA flights.
LAX and SFO could have shared some VTL / non-VTL in my view.
Not sure how they assign rights to VTL flights but I imagine United could add some VTL flights if it wanted that it would presumably use for SFO-SIN.
Families with young children are able to take VTL flights. There was an update just today. Unvaccinated children under the age of 12 are able to travel on VTL flights as long as they are accompanied by a vaccinated traveller who meets all requirements.
Correct you would then need to return via Cat 2 requirements on a non-VTL flight. Unless your trip in VTL countries is > 14 days, then you can fly back to SIN on the VTL.
Still awaiting news on the designated BA flights. Lots of people are asking! We’ll be sure to update once it’s announced, including on Facebook / Telegram etc.

BA is operating VTL flights on Tue, Thu, Sat and Sun (BA11) from 19th October to 31st December. Maybe you can ask them to move to the Tuesday flight?

Hi, If you arrive into Singapore on a VTL flight (KLM) and meet all requirements with vax and testing are you able to transit onto Thailand within a few hours but on a separate booking and airline? Just wondering, for all the flight schedule listed above, which timezone should I follow? For instance, if I intend to book KL833 back to Singapore, should I book a Monday, 2105H flight or Sunday, 2105H? Also, in the event that there is a layover for example, I booked a flight for Monday 2105H which should qualify as a VTL flight but I need to layover 1 day in Amsterdam and only flight back on Tuesday at the same time, is it still a VTL flight?

We’ve been trying to get a flight from LHR back to SIN in Jan, but could not find VTL flight SQ317 listed (have both SQ305 and SQ319 available though). Tried this for every day from 5th to 8th Jan. Its either there’s an error in SIA booking system or the flights are fully booked!
Yes they have ‘zeroed out’ availability on almost all SQ317 flights in early Jan. Those flights look quite full already! They will probably come back later once SQ decides on “an appropriate fare” for the last few seats!
Seems like the London route could really benefit from two daily SQ VTL flights.
i started looking into flights ever since the US was added to category 2 but got confused once the whole VTL business came up. for a SC/PR, is the only difference between using a VTL vs non-VTL that one doesn’t need to do a SHN upon arrival back in singapore? looking at flight prices/availabilities against my United miles, i’m considering the non-VTL route via non-SQ flights to the US and just doing a 7-day SHN at home. am i reading it correctly?
If you return non-VTL (Category 2) the requirements are the same as for the VTL, with the addition of 7 days mandatory SHN at home and a Day 7 PCR test.

Strange that they haven’t done wider comms yet considering that some people with prior bookings may not be able to use the VTL and thus can no longer fly with them.
I think they might be waiting to see how this pans out with a potential MAN-IAH restart before boxing themselves in to certain pax only on these flights. Let’s see!
Thanks for the great article! I am still confused by WHO approved vaccines and eligibility in each country for VTL. For example Sinopharm is WHO approved but not EMA approved except in Spain, Netherlands, and Austria (but you not allowed in hotels etc there). It is allowed for entry into the States. Therefore, still very limited travel options as transit is considered entering the country or am I wrong?

I am a Singaporean, travelling with my husband and one daughter with PR and one daughter with Dutch passport. We are all vaccinated in the Netherlands. When applying VTL pass for non SG/PR daughter, we were required to upload 2 QR codes but NL only issues a vaccination certificate with 1 QR code after both doses are completed. Only kept getting error messages and thus cannot submit for application. I have called many authorities in NL and SG but no one can provide a proper solution. Getting desperate as our flight is booked on 22 Oct, Clock is ticking. Does anyone can provide a tip or found a way to upload same QR twice? Thanks!
Were you successful in getting the VTL pass for your daughter?
I am getting the same error when uploading the QR codes for both my parents. Their vaccination records were issued in Canada and is of the required smart health format. I’ve submitted enquiries and have not gotten any responses (aside from the auto email replies).
Is anyone else having these issues? My parents had to book their flights on an emergency basis as my grandma’s health has declined. They have all required vaccination documents, etc. Should they just check in at the Vancouver airport anyway without the VTL pass and hope they are allowed to get on the SIA flight?
Anyone care to speculate on when Japan will be added to the list of VTL countries? Given the vaccination rates (80%+ with 1 or more jabs), size of economy, current infection rates I am surprised they were not part of the 1st wave
Japan has no firm plans on reopening to tourists from anywhere, and also has no digitally-verifiable code (only paper certificates!) to prove vaccination status, despite its image of a technologically advanced nation. I suspect we will need to wait quite a while more.
There are no direct flight from Honolulu, Hawaii (USA) to Singapore. I typically transit in Korea (Seoul) / Japan (Tokyo) before arriving in Singapore. Does that means I can only transit in Korea to stay within VTL flight? If so, can I take any Korea airline flight from Honolulu to Korea and ensure to transit to the designated VTL flight from Korea to Singapore? Alternately, I can always transit via SFO/LAX/NYC/SEA, correct?
The only difference between a VTL and non VTL flight is the VTP form and then there is no PCR test on arrival for non VTL. You still need an entry form for a non VTL, just a different form with the same information. You need to be vaccinated and have a pre departure PCR test. The actual journey is the same. Why not make every flight VTL? Seems like a whole lot of complexity for no obvious benefit.
I dropped a note to Etihad on this via twitter, they had no clue what it VTL and did not have any info to share. Even the site does not have information on this. Emirates has VTL flights already.

I really cannot understand why it is not allowed yet as all VTL countries are Category 2 countries and you can also take any domestic flight and mix with the same crowd.

Seems like most VTL flight from US ends on March 26, 2022. I’m looking to travel in April 2022 to Bangkok with a stopover in Singapore. The flight I want to take is not a designated VTL flight. Do you think they’ll extend the program beyond 3/26/22? Should I just book on a designed VTL flight to be on the safe side of not having to quarantine?
The VTL scheme is only confirmed until 26 March 2022 for all countries at this stage.
We don’t know which flights will be VTL designated after that, or if the VTL scheme will even be running by then. Hopefully a much simpler system will be in place which doesn’t require travel on designated flights!

A question for you please re: Air France VTL flight from Paris — Will be flying to CDG from YYZ (one ticket) but only flight available has an almost 13 hr layover whereby I would want to go into the city.
Similarly I could go KLM VTL flight YYZ – AMS – SIN with a long layover and potential to visit the city during the layover.
Am I correct in thinking that either wouldn’t be a problem?
Vistara has now announced VTL flights from Mumbai as UK105/106, and IndiGo has announced VTL flights from Chennai, though the schedule has not been revealed yet. In the coming days we should know more details. Also, there is a small correction; in many cases you have written November 2022 when it is actually November 2021.
There are no VTL flights from Singapore on other routes. You can take any flight you like. The VTL is only when flying to Singapore, with the exception of Malaysia.
Brilliant website. As of today BA have now cancelled their Monday, Wednesday and Friday flights from 10th January onwards – I know that as my flight has just gone for a burton!

You really need to change the London to Singapore flights from 10th January onwards. BA have been asked by Singapore to cancel Mondays, Wednesdays and Fridays. My flights were on these days and they have been cancelled! I asked the agent why and he told me it was because Singapore was keeping a close down on some routes because of the Omicron variant

For Rome, VTL flights also route via Frankfurt (LH239 from FCO to FRA, transit of 1hr 15 mins, then SQ325 to SIN)

BA has advised me they are still finalising which flights will be VTL, and from what date.

All departure days, dates and timings refer to the flight’s local departure time from the mentioned city.
So KL833 is only VTL departing from Amsterdam at 21:05 on Mondays and Saturdays from 1 Nov.

Singapore have given me a 7 day window; must arrive between 7-14 Nov. Is this the norm?
Yes for VTP applications it is a single entry approval from the day of intended entry for one week. You can change it if necessary.

There are no VTL flights originating in Singapore. You can take any non-stop flight to a VTL country.

What is the best PCR test option (note 48 hours is very short when you consider 14 hour+ flight to Singapore)?

48 hours applies before the scheduled flight departure time, not the arrival time in Singapore.
Thanks for the great article! I am still confused by WHO approved vaccines and eligibility in each country for VTL. For example Sinopharm is WHO approved but not EMA approved except in Spain, Netherlands, and Austria (but you not allowed in hotels etc there). It is allowed for entry into the States. Therefore, still very limited travel options as transit is considered entering the country or am I wrong?

Great article and site! Thanks for doing this to all of us. Do you have details on what happens to RTPCR test timings if our flight gets delayed. Some of the airlines and governments consider the original flight time but not sure about SG.
I believe the original scheduled flight departure time is used as the reference.
For long delays (e.g. flight rescheduled to the next day) I don’t know what they do!

I am a Singaporean, travelling with my husband and one daughter with PR and one daughter with Dutch passport. We are all vaccinated in the Netherlands. When applying VTL pass for non SG/PR daughter, we were required to upload 2 QR codes but NL only issues a vaccination certificate with 1 QR code after both doses are completed. Only kept getting error messages and thus cannot submit for application. I have called many authorities in NL and SG but no one can provide a proper solution. Getting desperate as our flight is booked on 22 Oct, Clock is ticking. Does anyone can provide a tip or found a way to upload same QR twice? Thanks!

I am getting the same error when uploading the QR codes for both my parents. Their vaccination records were issued in Canada and is of the required smart health format. I’ve submitted enquiries and have not gotten any responses (aside from the auto email replies).
Is anyone else having these issues? My parents had to book their flights on an emergency basis as my grandma’s health has declined. They have all required vaccination documents, etc. Should they just check in at the Vancouver airport anyway without the VTL pass and hope they are allowed to get on the SIA flight?
Any advice appreciated.

Hopefully once their general election is done this can happen!
Japan has no firm plans on reopening to tourists from anywhere, and also has no digitally-verifiable code (only paper certificates!) to prove vaccination status, despite its image of a technologically advanced nation. I suspect we will need to wait quite a while more.

There are no direct flight from Honolulu, Hawaii (USA) to Singapore. I typically transit in Korea (Seoul) / Japan (Tokyo) before arriving in Singapore. Does that means I can only transit in Korea to stay within VTL flight? If so, can I take any Korea airline flight from Honolulu to Korea and ensure to transit to the designated VTL flight from Korea to Singapore? Alternately, I can always transit via SFO/LAX/NYC/SEA, correct?
Yes correct you’ll need to transit in a VTL country. Korea or elsewhere in the USA will do the trick 👍🏼
The only difference between a VTL and non VTL flight is the VTP form and then there is no PCR test on arrival for non VTL. You still need an entry form for a non VTL, just a different form with the same information. You need to be vaccinated and have a pre departure PCR test. The actual journey is the same. Why not make every flight VTL? Seems like a whole lot of complexity for no obvious benefit.
Finnair has commented on their FB page that all direct AY flights from HEL to SIN are considered VTL from 29 Nov onwards.
Any idea if EY flights are also participating in the VTL since it flies to capital Abu Dhabi?
Almost certainly but nothing announced yet.
I dropped a note to Etihad on this via twitter, they had no clue what it VTL and did not have any info to share. Even the site does not have information on this. Emirates has VTL flights already.

Have you heard anything about allowing to transfer from Category 2 country to a VTL flight?
I really cannot understand why it is not allowed yet as all VTL countries are Category 2 countries and you can also take any domestic flight and mix with the same crowd.

Seems like most VTL flight from US ends on March 26, 2022. I’m looking to travel in April 2022 to Bangkok with a stopover in Singapore. The flight I want to take is not a designated VTL flight. Do you think they’ll extend the program beyond 3/26/22? Should I just book on a designed VTL flight to be on the safe side of not having to quarantine?
The VTL scheme is only confirmed until 26 March 2022 for all countries at this stage.
We don’t know which flights will be VTL designated after that, or if the VTL scheme will even be running by then. Hopefully a much simpler system will be in place which doesn’t require travel on designated flights!

A question for you please re: Air France VTL flight from Paris — Will be flying to CDG from YYZ (one ticket) but only flight available has an almost 13 hr layover whereby I would want to go into the city.
Similarly I could go KLM VTL flight YYZ – AMS – SIN with a long layover and potential to visit the city during the layover.
Am I correct in thinking that either wouldn’t be a problem?

Vistara has now announced VTL flights from Mumbai as UK105/106, and IndiGo has announced VTL flights from Chennai, though the schedule has not been revealed yet. In the coming days we should know more details. Also, there is a small correction; in many cases you have written November 2022 when it is actually November 2021.

I can find only Singapore – Malaysia.
There are no VTL flights from Singapore on other routes. You can take any flight you like. The VTL is only when flying to Singapore, with the exception of Malaysia.
Brilliant website. As of today BA have now cancelled their Monday, Wednesday and Friday flights from 10th January onwards – I know that as my flight has just gone for a burton!

What’s the best way to return to Sin from Perth in Jan 2022 without having to do the 7 day SHN?
I guess fly to Darwin, Sydney or Melbourne and take a VTL flight from there.
Alternatively maybe PER-BKK then BKK-SIN via VTL flight, though you’d need to go through all the arrival
immigration / testing faff in Thailand I think.
You really need to change the London to Singapore flights from 10th January onwards. BA have been asked by Singapore to cancel Mondays, Wednesdays and Fridays. My flights were on these days and they have been cancelled! I asked the agent why and he told me it was because Singapore was keeping a close down on some routes because of the Omicron variant
