Planning a quarantine-free arrival in Singapore from the latest list of VTL-approved countries? You'll need to book a designated flight on one of over 30 different airlines.

Singapore will scrap its Vaccinated Travel Lane (VTL) scheme for arrivals from 1st April 2022, allowing fully vaccinated travellers to arrive on any flight operated by any airline from any country, without the need to quarantine on arrival.
You will still need to book designated VTL flights listed on this page if you are arriving before 11.59pm on 31st March 2022, but after that you can disregard the requirement, which is great news for more flexible travel.
Singapore has been progressively expanding its quarantine-free Vaccinated Travel Lane (VTL) scheme, originally started in September 2021 as a pilot programme from Germany, with a host of additional countries joining the eligible list since then.
It is now possible to travel from a range of countries and forgo any arrival quarantine or SHN period in Singapore itself, provided you are fully vaccinated and clear a pre-departure and on-arrival COVID-19 test.

Most VTL countries are accepting fully vaccinated Singapore residents with no quarantine, so this is a true selection of two-way travel opportunities to and from many countries.
Singapore has now opened VTLs with 30 countries, with two more upcoming arrangements, providing a wide range of options for quarantine-free travel including both regional and long-haul options.

VTL designated flights
One of the more complex (or at least annoying) parts of the VTL scheme is the requirement to travel only on designated flights between a VTL country and Singapore. This reduces risk, in the eyes of Singapore authorities at least, by ensuring that all passengers arriving on the scheme are not only tested before departure, but are also fully vaccinated.

It is also possible to transit in another VTL country from a non-designated flight, but your final leg to Singapore must still be on a VTL service.
For example, you can fly from Edinburgh, UK to Amsterdam, Netherlands on easyJet, then take a VTL-designated flight with KLM or Singapore Airlines non-stop to Singapore, and still benefit from quarantine-free arrival, if you meet the other VTL criteria.

Key Features
Must have stayed in a VTL country/region and/or an approved travel history country (EEA + 3) and/or Singapore for the last 7 consecutive days
Travel to Singapore on designated ‘VTL flights’ (see above)
No restrictions on travel purpose or itineraries
Must be fully vaccinated with a WHO-approved vaccine in Singapore, or any VTL country (e.g. Australia), or any EU member state, or any non-EU countries that have joined the EU DCC system
Must have an accepted digital proof of vaccination
Unvaccinated children aged 12 or under can accompany their parents
You can travel to most VTL countries on any flight
You won’t find any VTL designated flights from Singapore to a VTL country, because the requirement only applies to those arriving in Singapore, with one exception so far.
The Singapore – Malaysia VTL, which started on 29th November 2021, is a bilateral agreement, and therefore Malaysia is also applying its own VTL requirements for those arriving from Singapore.
That includes taking designated flights in the Singapore – Malaysia direction as well as when flying from Malaysia to Singapore, which is why you’ll see a separate list of designated flights in this case (Singapore to Kuala Lumpur and Singapore to Penang).
If you’re based in Singapore and taking an overseas trip to most other VTL countries, you should take a nonstop flight, or transit only in other VTL or Category 1 countries en-route, to keep your 7-day travel history ‘clean’ for your return journey eligibility (unless your stay in VTL countries will be more than 7 days).
You should only transit in non-VTL countries more than 7 days before your VTL departure to Singapore, so it works only for Singapore residents taking longer trips or visitors returning home from Singapore. (Photo: Gulf Air)
If you’re based overseas and are merely visiting Singapore using the VTL, it doesn’t matter what flight you take at the end of your trip to return home, subject to the prevailing arrival restrictions (based on travel history) of your destination country.

Transit passengers can travel on VTL flights
Passengers transiting at Changi to a further final destination are allowed to take designated VTL flights.
That is a slight change from the original version of the VTL, where only point-to-point passengers could board designated VTL services.
VTL flights were opened to fully vaccinated transit passengers from 19th October 2021
The exception is VTL flights between Singapore and Malaysia, and those from India to Singapore, which do not currently accept transit passengers.
If you’re booked on a designated VTL flight but are transiting in Changi, you can therefore still retain your booking and travel on the flight, provided you are fully vaccinated and comply with the any testing requirements for your final destination.

To travel on a VTL flight to Singapore as a transit passenger with on onward connection to another final destination (e.g. London – Singapore – Male), you must:
be fully vaccinated against COVID-19; and
hold a valid vaccination certificate in English, issued by any country; and
meet all the entry requirements for your destination country (including pre-departure testing, if applicable)
Summary
Singapore’s Vaccinated Travel Lane concept hopefully won’t be around for much longer, as the country’s Omicron wave subsides, or at the very least the system will be simplified to allow people to travel from almost any country, provided they are fully vaccinated against COVID-19.
This should mean the designated VTL flight concept will soon be a thing of the past, but until we have a firm date you will still have to plan to fly into Singapore (and in the case of Malaysia, in both directions) on one of these services to enjoy quarantine-free travel.
Remember that individual airlines will only advertise their own VTL designated flights, so do refer to the full list above for all your options, which may be cheaper, operate on your preferred date or time, and could have better award space too.
Scoot is the only airline offering designated VTL flights from Athens, Berlin, Gold Coast, Krabi and some Indian cities to Singapore
We’ll continue to keep this page up to date as new VTL flights are added and formally announced, so do bookmark it for future reference, since many routes benefit from more than one airline option.
Hi there Andrew. Can I go one stretch with say Lufthansa or KLM from Germany to SIN with max. 24hr. transit on a ticket and with a second ticket booking using Scoot to Melbourne or does it have to be a one booking only with departure to final destination running on the ticket?
Has to be a single booking to your final destination if you’re transiting Changi. Otherwise you have to clear immigration / testing / self isolation in hotel till result etc… then check in again for onward journey.

How about Brisbane through Singapore to Ho Chi Minh City?
Where are you seeing that all Sri Lankan airlines flights are VTL? This page https://www.srilankan.com/en_uk/coporate/emergency-news-detail/524 seems to indicate only half are with UL 308 on Thursday, Saturday, Sunday being non VTL.

In other words, do you take a PCR test in the 48 hours before departure or is the travel window actually 48 hours? In general, ICA gives you 2 days (originally 48hrs) before flight departure to Singapore.
In their example: *If the pre-departure test is taken on 1 November 2021, it will be valid for departures up to 3 November 2021, 2359 hours.

Ria: All VTL countries and the last leg is a VTL flight so looks good. If it’s a straight through connection and you are only transiting via those layovers, I believe you only need to ensure your test is valid as of departure from YVR.

Hi, I understand that some airlines operate both VTL and non-VTL flights to SIN, like LH778 FRA-SIN on Tues is a non VTL flight. May I know if the day specified in your list of VTL flights to SIN is the departure day or arrival day into SIN?
I am from Canada which is in the list, but there is few 1-stop connecting flights available. I was able to book Philippines Airline, Traveling Dec 19 from Toronto to Manila on PR119, layover 4.5 hours in Manila, then travelling Dec 21 from Manila to SIngapore on PR507.
Will they require me to quarantine and talk a new PCR test for 24 hours? I am staying in singapore only for one night before departing to Maldives which is more lenient whenit comes to travel restrictions. Hopefully i will be allowed to take a PCR test and board next day from SIN to MAL. Any tip?
Mohsin, there is no VTL between SIN and Manila at the moment. To qualify for the VTL process, you need to take a VTL flight from any VTL country to Singapore. For the past 14 days, you must also only have travelled to any VTL country.

To elaborate further, as a tourist, you need to be within the VTL countries for the past 14 days prior to travelling to Singapore to be eligible for entry to Singapore as well as no need for quarantine.

What else i need to smoothly my journey from SIN-KUL? When I get to Malaysia, I will be quarantined, right?
Hello, We plan to fly to Singapore and then straight to Bangkok (not transiting) – how long has it taken to get the on arrival PCR results at Changi and do you have to wait at a dedicated hotel for results, and also if you leave within 1-2days I assume you don’t need to do the further testing required in Singapore?
On the way home we will need to fly BKK-SIN would we need to do the on arrival PCR test again?

Hi Andrew, transiting on VTL flights still has its pitfalls. We had an itinerary Tpe-Chc (SQ and obviously via Sin) followed by Air NZ to Australia and then Mel-Tpe (on SQ, again via SIN). SQ said that we would not be able to board in Melbourne as we had not been in Australia for more than 14 days (NZ is neither a VTL nor Cat 1 destination). Latest requirement is reducing this to 7 days, which we still did not meet. To board a VTL flight and transit to elsewhere, we were told that ALL VTL conditions need to be met, not just the pre-departure test and vaccinations mentioned in the article. Combining NZ and Australia into one trip is quite popular with many travelers. Even origin from Singapore would not permit these itineraries, unless you spend more than 7 days in Oz on your way back to Sin.
Hi Andrew – do you have any intelligence on if BA 16 from Sydney to Singapore will be a VTL flight? Starts soon, websites has warnings about VTL but it is implied from London (which is true). I’ve booked SYD-SIN mid April (potentially foolishly) – call centre doesn’t know what a VTL flight so live in hope that someone like yourself can find out what the definitive answer is!

Thank you for such a useful list. May I ask where you got the information about BA’s designated VTL flights – in particular BA15? It’s very difficult to find on BA’s website, which only mentions BA11.

I am planning on using this itinerary: YYZ-TPE-KUL-SIN. YYZ to KUL on EVA (transit TPE 2 hours). KUL TO SIN on VTL. Will that work?

If travelling HKG SIN Phuket sandbox it seems as HKG is category I country and I hold fully acceptable vaccination record if I use one SQ ticket and transit in airport no more than 24 hrs that only PCR test needed for entry into SIN airport for transit – VTL is not applicable but just want to check this is correct ?
Hi Andrew, I am a Malaysian. I will ho back to Malaysia forever without a return ticket to Singapore. I bought a ticket that was not a VTL flight. May I know what procedures I need to fill out and must be there for my smooth journey. So far all I know is I have to take PCR tests in Singapore and Malaysia. Do i need to fill out any forms? What else i need to smoothly my journey from SIN-KUL? When I get to Malaysia, I will be quarantined, right?
SQ33 (SFO-SIN) is VTL daily from 27MAR22 onwards.

Hello, We plan to fly to Singapore and then straight to Bangkok (not transiting) – how long has it taken to get the on arrival PCR results at Changi and do you have to wait at a dedicated hotel for results, and also if you leave within 1-2days I assume you don’t need to do the further testing required in Singapore?
On the way home we will need to fly BKK-SIN would we need to do the on arrival PCR test again?

Scoot lists all the BKK to SIN flights in April as VTL flights – different to the list above?
Just check flights, SQ flies 6 days a week to ICN for April. I guess 14 flights was too ambitious.
Thanks well spotted! Amended the ICN data. 14x weekly SQ is deferred till May at this stage.

Yeah they keep pushing out the increase to 14x weekly. Doubt it’s because they can’t fill the planes, so someone’s delaying the approvals. Thanks for the heads-up!
Currently there is only Singapore Airlines that is operating VTL post 26th March. Any idea when will we get confirmation for other airlines post 26 March.

Hi Andrew, transiting on VTL flights still has its pitfalls. We had an itinerary Tpe-Chc (SQ and obviously via Sin) followed by Air NZ to Australia and then Mel-Tpe (on SQ, again via SIN). SQ said that we would not be able to board in Melbourne as we had not been in Australia for more than 14 days (NZ is neither a VTL nor Cat 1 destination). Latest requirement is reducing this to 7 days, which we still did not meet. To board a VTL flight and transit to elsewhere, we were told that ALL VTL conditions need to be met, not just the pre-departure test and vaccinations mentioned in the article. Combining NZ and Australia into one trip is quite popular with many travelers. Even origin from Singapore would not permit these itineraries, unless you spend more than 7 days in Oz on your way back to Sin.

After many messages and hours on hold BA have confirmed that BA0015 will be a VTL flight on the 8/4 – so I assume after the 26/3 this will be the case

Hi Andrew – do you have any intelligence on if BA 16 from Sydney to Singapore will be a VTL flight? Starts soon, websites has warnings about VTL but it is implied from London (which is true). I’ve booked SYD-SIN mid April (potentially foolishly) – call centre doesn’t know what a VTL flight so live in hope that someone like yourself can find out what the definitive answer is!
BA16 SYD-SIN is not a VTL flight unfortunately. However, I would sit tight a few more days for some news in this respect, if you know what I mean 😉
