1. Hi, currently under non-VTL, KLIA on-arrival PCR test is free for Malaysians. Will it be free under VTL?

      5. I would be confident to say yes as the FAQ on this link (last updated on 19th Nov) indicates that testing is free for all Malaysians. There is no exclusion clause for this statement. See FAQ points 4 and 7. However, you must ensure that you have a negative pre-departure PCR result.

      6. Should have made myself clearer. I was referring to VTL. The requirements that you shared are for non-VTL.

         Read news on CNA, Malaysians will have to pay for the test at the airport.

         Double standard. This is sad.

      7. Confirmed Malaysian has to pay as the price has Malaysia n non Malaysian. I just reached KL n cleared, if u pay more, 1 hour express works. Not sure anybody shared, please book your pcr at klia n download my sejahtera before you check in at Changi Airport. It is checked at Changi. Took me 40 min to check in for MAS. Better go early, else queue is very long 😅

   Does it mean if I am to arrive to Singapore on a Sunday, I have to get the test done on Friday or Saturday?

   1. No, this 2 days is before departing from the overseas country. So if you are leaving Malaysia on Sunday, you must take the PCR either Friday or Saturday. Take note that the time taken for PCR test results varies so you need to check and ensure you can get it on time before you check in for departure to Singapore.

Noticed that the last point from Singapore to Malaysia is “You may transfer to the rest of peninsular Malaysia after arrival, including islands such as Penang and Langkawi” what about immediate transfer to Sabah or Sarawak? or stay in Peninsula Malaysia for a week and then fly out to Sabah or Sarawak?

   1. Have a look at Airasia’s post on these 2 states seems like they are not open for tourists yet. You will need to apply to enter these states and qurantine may also be needed. If you do manage to get all the entry requirements done, then there shouldn’t be any issue to fly there through transit via KLIA (though you have to check on flight availability separately). SG VTL recognises via country-level and the VTL flight itself.

5. Hi, does anyone know if I were to take a 1 way non VTL from SIN to KUL. Then purchase a 1 way return on a VTL flight from KUL-SIN. Is that allowed and do I need to serve quarantine in SIN since my first point of journey started with a non VTL.

   1. No need quarantine. Singapore rule is you need to take VTL flight back to Singapore AND stay within VTL countries in the 14 days period, which can also include your time in Singapore prior to travelling to KL.

      However if you leave Malaysia after your SIN-KUL flight to a Non-VTL country (eg Thailand), then you come back to Malaysia and take a VTL KUL-SIN, you will still need to follow the quarantine procedure depending on which Category that country is in.

6. I think the requirement to take ONLY VTL both ways re:bilateral thing is not true. It only refers to other VTL scheme (except S.Korea and Msia) where a VTL is not required to enter (think Europe/USA) – thus its one way VTL. Here both governments allow entry from travellers both ways, nothing in any press release mentions that taking VTL for prior journey is a requirement for quarantine free (return journey). Imagine the hassle and how about those that just wants to go one-way.

   1. But this article is about Malaysia, which as you rightly say is a bilateral VTL agreement, and the first to require you to take VTL flights in both directions.

      Unilateral agreements (e.g. France / USA) do not.

      1. I suppose this is emphasized because you have to show a return ticket on arrival in Malaysia (all except PRs and holders of long-term passes)? They didn’t specify that it has to be a VTL ticket, and no such requirement is stated in the Annex for arrival in Singapore.

         I find it weird because it sounds like you can only book return VTL flights if you want to be included under this scheme, from this part of the post:- “you must take a designated VTL flight from Singapore as well as when returning to Singapore (or vice-versa for those starting their trip in KL), to enjoy quarantine-free arrival status as part of the scheme.”

         Does it make sense to say:
         – you can book one-way VTL flight and skip quarantine if you are returning residents of Singapore/Malaysia
         – you can mix VTL and non-VTL flights and just have to serve quarantine for trip where you took non-VTL flight, if you are a Malaysian, Singapore PR

      2. My bad as i read it differently. It sounds like you must take a VTL in (For example SG-KL), if you want to get quarantine free VTL (KL-SG). Actually you dont. Example: I am in Malaysia now after serving quarantine in October, but its perfectly fine (i think) for me to take VTL back to SG. That answers another comment by Jo Chen in this thread i think, and YH Gan perfectly sums it up.

9. Hi, anyone can help to answer.if I travel to KL first and I stay overnight in KL. then the next day I travel to Sabah. Will it counted as domestic flight in Sabah? So I can exempted from quarantine?

         . But the travel advisory in airlines pages are so confusing, all different.

         My travel plan in SG>KL>SABAH.
         but I’m not transiting. I’ll be staying overnight in KL then only fly to Sabah the next day.

         But the problem is will Sabah treated my flight as international or domestic? Cause technically my flight is domestic flight, but the day before is international flight lol.

         Best you follow the advice from the airline that you are taking. If you intend to purchase from Malaysia Airlines, check and get the written advice from them. Vice versa for other airlines. At least you will have something to argue against.

         Assuming you are an adult, the criteria from what I read on the Sabah Command website (https://command.sabah.gov.my/SOP/SOP_PPN_FASA_4_SABAH_MULAI_8_NOVEMBER_2021.pdf):
         1) All Malaysia citizens are allowed to enter Sabah for social visits AND
         2) Fully vaccinated AND
         3) Negative PCR test within 3 days before entering Sabah

         If you have all those, you can enter Sabah regardless of the transit status or days.

         Oh dear I didn’t read that part. It sounds to me that you are not part of the transit category as it is not within the direct route to Sabah. I also cross reference with Malaysia Airlines advisory:

         Meanwhile, all international arrival passengers with connecting flight within 24 hours to Sabah, not exiting KLIA transit terminal building and has obtained the approval of “Home Quarantine”, are allowed to continue journey. They will be given the quarantine wristband/ surveillance bracelets upon arrival at the destination’s airport and undergo mandatory quarantine of 7 days. Unvaccinated or partially vaccinated passengers must observe a 10-day quarantine.

         So you need to be in a connecting flight and not exiting KLIA to be considered as transit passenger. Given that you have already gone through the needed COVID checks at KLIA and exited the airport, you would be classified as domestic traveller and on top of that, a Malaysian and a Sabahan. So Category of Passengers Allowed Entry you passed, and assuming you already have been fully vaccinated, Travel Procedures & Quarantine Order also passed. The only issue is your PCR test is not from Malaysia so that may be a red flag when you enter Sabah.

         Refer to Slide 8, there are contact nos there via Whatsapp. You can fully clarify with the Sabah officials. That should be better.

         I’m not sure about that. It might be possible but I’m just wary about that fact you are from overseas, going into KL then moving on to Sabah. If you use that PCR result from KLIA, Sabah side may decide that you are considered international traveller and subject you to further restrictions. The articles all say that the health officials at the Sabah entry points will ultimately decide your risk status. So hopefully the contacts at Slide 8 can shed some light to your situation.

      12. Yes, even if you are a Malaysian, taking a non-VTL flight warrants a quarantine. The only leeway as Malaysian with a residence in Malaysia is: you can observe your 7-days quarantine at home. Please see the info given from Malaysia Airlines website:

          Fully vaccinated* passengers including Malaysians and foreigners who have a residence in Malaysia, including permanent residents and MM2H visa holders returning from overseas, may observe their quarantine at home, subject to strict requirements.
          The Ministry of Health Malaysia’s definition of fully vaccinated is:
          14 days after the second dose of two-dose vaccines from Pfizer, AstraZeneca, Moderna Sinopharm and Sinovac; OR
          28 days after a single dose from Johnson & Johnson, CanSinoBio and Sputnik.
          Eligible passengers for a home quarantine are required to apply for approval seven (7) days before departure through Ministry of Health Malaysia official website at https://hso.moh.gov.my/outbreak-portal-hqa/index. The approval is subject to Ministry of Health Risk Assessment.

   2. Hi Quereen,
      You must take VTL-designated flights to qualify for no-quarantine trip on both SIN-KUL and KUL-SIN. Yes, this is different from the rest of the VTLs (i.e the overseas countries usually do not have designated flights).
      If you do not take a VTL flight to KUL, you have to quarantine for 7 days in Malaysia. Vice versa for flight to SIN, if it is not a VTL flight you will need to quarantine in Singapore for 7 days as Malaysia is in Category II.

10. We’re coming from Singapore. If we have already secured our VTL flights round trip, can we travel around Malaysia while we’re there? Specifically few days in KL and then few days in Langkawi. So to enter Langkawi, we don’t have to use a travel agency anymore (which was required for langkawi international bubble)?

    1. It seems for air travel you don’t need travel agency, only needed for land travel for first leg up to the jetty part – even for Malaysians. Covid tests will be done at the airport in Langkawi.

11. I am a foreigner working in Singapore (non PR) with a valid working visa in Singapore and my kid hold a dependent pass. Do we need to apply for Malaysia tourist visa before entering into Malaysia? If yes how and where can I apply for the visa? Thanks.

       Do note that if you are in Singapore no matter what nationality, eVisa is not applicable to you. No. 2 has a list of travel agents appointed by the Malaysia govt to process visa in Singapore. As per another comment, Malaysia Embassy may not be accepting visa applications as yet but go ahead to contact and clarify with your travel agent.

Malaysia gives a designated area while waiting for PCR test results at the KLIA airport for free, while Singapore wants the passengers to rent a hotel for 4-6 hours or until -ve results are given. This is rediculous & not practical ! Sucking money from passengers out of nothing, terribly immoral & unprofessional. Being greedy is bad.

       If you are foreigner coming to Singapore, you would already have a hotel to stay or a relative/friend’s house to stay aren’t you?

       If you are Singaporean, you also have your residence already?

       If you are transiting, this doesn’t apply at all.

       This also applies to the SG-Korea VTL, foreigners need to stay at our own hotel until the PCR results is out. Guess Korean govt also ridiculous and not practical. Sucking money from passengers out of nothing, terribly immoral & unprofessional. Being greedy is bad.

       In the first place, who choose to travel? You.

    1. No you’ll have to quarantine on arrival in Malaysia. This VTL is only for those who’ve spent 14+ days in Singapore and/or Malaysia (when travelling in the SIN-KUL direction).

14. Just curious what will happen to check-in luggage while we are waiting for PCR results prior to immigration? It will just turn around on the carousel?

    1. Hi George, I can share that as I just went through that experience. They are lined up near the conveyance belt. You can collect them after your gotten a negative pcr n chop passport. It was quite a smooth process on Mon 29 Nov, I was on MAS flight.

17. Hi. I’m a Malaysian. I booked a VTL flight to KL via Scoot Airline arriving at KLIA2 and I plan to transfer to Penang via MAS airline at KLIA. I have a check in luggage with me, but I’m not sure if I can check out my luggage from KLIA2 and check in again at KLIA to fly to Penang without any quarantine or what should be the right procedure for that. Anyone can help? Thanks. 🙏

    1. VTL flights have no quarantines either way for KL to SG or SG to KL, as long as you fulfill the full criteria as specified in this article.

       I’m assuming you have booked separate tickets for SIN-KUL via Scoot and KUL-PEN via MAS. As Scoot has no fly-through connection with MAS, you will have to retrieve your luggage and exit from KLIA2 and make your own way to KLIA, check in the luggage again and fly over to Penang.

       For domestic MAS flight, refer to their travel advisory page (scroll down after the map and disclaimers parts, there is a radio button for you to select advisory for Domestic instead of International):

       2. They might have thought that you booked a MAS flight from SG to Penang via KLIA? You may want to confirm with them again.

          2 different flights from different airlines without any alliance, there usually isn’t a fly through option.

18. Hi, I am a Malaysian travelling from Singapore back to Malaysia. Am I right to say that Malaysian is not considered as short term visitor and does not need to purchase the Covid 19 Insurance even though we are only in Malaysia for days or weeks?

    Also, I know that travellers need to take a pre departure ART or PCR test 2 days within travelling back to Singapore.

    Thank you for the very useful series of articles you’ve published on this VTL.

    I had a question regarding travel for non-Malaysians to Langkawi from Singapore using the SIN-KUL VTL. Do you know if the Langkawi international travel bubble SOP (test on arrival in Langkawi, must use tour agency, minimum stay requirement etc.) would apply to non-Malaysians even if they had already successfully arrived in Malaysia (at KLIA) using the VTL, stayed the night in KL and then flown to Langkawi on a separate domestic flight the next day?

    MAS’ website says that travellers arriving in Malaysia using the VTL can transfer from KL onwards into peninsular Malaysia (incl. Langkawi), once PCR test at KLIA has come back negative, but it doesn’t specify if such travellers would be subject to the Langkawi SOP (if they are non-Malaysian).

    It might be that it will take a few weeks more for this “detail” to be clarified.

       Just to clarify, this website is by Andrew. I’m just helping to answer questions in the comments section as much as I know. Not affiliated to the website or Andrew. Hence I try to link the source of info where possible.

       Given your travel to Langkawi will be the domestic route, there seems to be no indication of any need to book via travel agencies. Only International visitors from overseas countries going directly to Langkawi via transit in KLIA has that phrase in the requirements. Domestic travel to Langkawi via flights has none. Only domestic travel to Langkawi via land will need a travel agency up to the jetty.

    1. I believe the on-arrival test in Malaysia should be valid as a pre-departure test for returning to Singapore within 2 days.

       So if you arrive in KLIA on Monday you should be able to leave for Singapore on Tuesday or Wednesday using the on-arrival test as your pre-departure test.

    However, I couldn’t find any official announcements made by the government. Could you tell me how you got this info? I would like to know more detail.

28. Hi,

    For travelling SG to KL, the article says

    “You must have a negative COVID-19 PCR test result within two days before departure from the Singapore. Children aged 2 or below in the calendar year are exempt. (e.g. departure on 10th December, test on 8th December 00:00 onwards).”

    Any article shows that Children aged 2 or below are exempted? Can’t seem to find any supporting article, and answers seems to be mixed about whether or not they need to be tested.

29. Does anyone know how the 14 days required to stay in SG pre-departure to KL is counted? Say I return from another country on the 9th (thurs), does that mean I can only fly to KL on the 23rd (thurs) or 24th (fri)?

30. Hi. Is the PcR test valid for strictly 48hrs or 2 days in general? So if i were to take the test on the 9/12 at 1000hrs, will it still be valid after 1000hrs on the 11/12 but before 2359hrs on the 11/12?

    1. Two days, so a test taken any time on 9th December is valid for departures until 23:59 on 11th December.

31. Hi , i am flying to Malaysia from Singapore on 13 Dec 5.30pm (VTL flight). With the latest update (12/8 around 7pm) in Malaysia , is there any change in the PCR test validity/acceptance (strictly 48hrs or 2 days in general) by Malaysia? i am going to take the PCR test on 11 Dec 11 am morning.

32. Hi I’m planning to take a SIN-KUL VTL flight. As I am a Singaporean I will be required to have a return or onward ticket. However as I will be travelling to Johor Bahru, I am wondering if a JB-SIN land VTL bus ticket considered an “onward ticket”?

No, you are not allowed to take public transport in Singapore after you taken the PCR test right after you collecting your luggage. all the steps are https://safetravel.ica.gov.sg/vtl/travel-checklist. the process from touch down to getting out of airport is like less than an hour when I landed on a Fri morning.

34. Hi, there was a recent Chinese news article that 8 people was deported back to Sg because they did not upload 3 documents on My Sejahtera apps. This was found out at KLIA.
    Anyone who has flown VTL Sg-KL can enlighten us what need to upload? So far I only upload Sg’s vaccination cert onto the apps through my helpdesk.

    How about notarizing vaccination cert and predeparture PCR thru https://www.notarise.gov.sg/ , are they needed?

36. I’m answering my own question here but I hope it will benefit all who’ll be flying VTL Sg-KL. According to chinese news, since15 Dec VTL travellers flying Sg-KL need to register at https://mysafetravel.gov.my/

    Registration is recommended to be done at least seven days before your travel date. For traveller type you can choose non-Malaysian or Malaysian citizen/PR. For non-Malaysian, you can then upload your travel insurance policy. For both traveller type, you can upload the QR code of your notarized vaccination cert (you can get the QR code from here https://www.notarise.gov.sg/)

    After doing above steps I received an email with a submission ID with the following text
    ”Vaccination certificate has been verified.
    You can access your vaccination certificate details in your registered MySejahtera mobile app within two days.
    Kindly upload a COVID19 certificate which is less than 48 hours prior to departure date.
    Note: You may still bring a digital / hardcopy COVID19 test certificate for manual verification at the entry-point.”

    This is all the info I have at this point. Anyone flew VTL SG-KL since 15Dec can share your experience? Hope you all have a smooth custom clearance.

37. Hi, I need to travel from Penang to Singapore and return after two weeks. I am a Malaysian citizen. My flight itinerary is as follows:

    Ongoing leg
    Airasia Penang 15:05 – KL 16:10
    Scoot (VTL flight) KL 19:30 – Sgp 20:35

    Return leg
    Scoot (VTL flight) Sgp 17:30 – KL 18:30
    Airasia KL 21:45 – Penang 22:45

    I hope someone can help me with my questions as I will be travelling for the first time on VTL:
    1) Does Airasia and Scoot have an alliance such that I can check-in my baggage all the way to the final destination?
    2) On my ongoing leg, do I need to get out of transit area and check-in again at the Scoot counter to show all the documents needed for VTL?
    3) On my return leg, do I need to get out of the transit area and check-in again at the Airasia counter?
    3) On my return leg, do I need to do the on-arrival PCR test at KLIA2 or in Penang airport?
    4) I have slightly over 3 hours transit time at KLIA2 for both the ongoing and return legs. Is this time sufficient to get all the necessary things done? I hope so as I have already paid for my flights.
